There are four basic skills necessary for acquiring proficiency in any language, including English. The first two are primary stages: the child hears and attempts to understand words, to begin with, and then articulates these. Later he/she learns connected speech by making full sentences. Reading and writing are secondary skills which come later in the course of formal education.

In contrast, the learning of a language other than the mother-tongue, especially in the case of an adult learner, does not keep to the same chronology. Often the secondary skills are acquired first and speaking and understanding are delegated to a later phase.

But to be completely proficient in any language all the four skills are equally important and need to be perfected simultaneously.
